Rear Adm. (ret.) David Manero served in the United States Navy as a naval aviator, flying both in combat operations and as a Navy Test Pilot. He later became a foreign area officer, the Navy’s professionals who focus on working with other nations and militaries. Two of his assignments as a FAO placed him in Moscow; first, as the U.S. Naval Attach to Russia and then as the Senior Defense Official to Russia. In this capacity, Rear Adm. Manero witnessed, first-hand, the effectiveness of the Kremlin at seizing and shaping the political narrative as a way of controlling the Russian population.
