Priced out, Regulated out or Brought Out?
Why is it so difficult to afford a home and who is responsible? Some blame landlords, developers, corporations and Wall Street investors. Others blame zoning laws, property taxes, government regulations and permit delays. Congress recently passed the bipartisan 21st Century Road to Housing Act, combining regulatory reform, housing assistance, restrictions on large institutional investors and incentives for communities that build more housing. But Congress cannot pour foundations, approve a duplex or persuade a neighborhood to welcome apartments.
